La problematica linguistica nell’ambito dell’Unione Europea è stata evidenziata, nei suoi molteplici aspetti, dall’indagine speciale di Eurobarometro del dicembre 2000, dalla quale emerge con nettezza l’insufficiente grado di conoscenza che i cittadini hanno delle lingue dei popoli europei. Il progetto prevede di sensibilizzare la cittadinanza europea e in particolare la popolazione adulta uscita dai circuiti scolastici, ad apprendere una o più lingue oltre la propria lingua madre. Partendo dal presupposto che la diversità linguistica dei popoli europei rappresenta da un lato una ricchezza culturale da mantenere e valorizzare, e dall’altro, e per altri versi, un ostacolo al raggiungimento di una compiuta cittadinanza europea, il progetto prevede che il tema e le problematiche connesse al plurilinguismo della UE siano fatte proprie non solo dalle autorita comunitarie o nazionali ma, secondo il principio di sussidiariteà, anche dai governi locali che le assumano come una delle policies da inserire in agenda. Tale indicazione è contenuta anche nella comunicazione della Commissione Europea al Consiglio e al Parlamento Europeo del 24/7/2003. La valorizzazione e il mantenimento di tale ricchezza e, nello stesso momento, il superamento di tale ostacolo possono essere raggiunti attraverso azioni di sensibilizzazione e promozione dell’apprendimento e della conoscenza delle lingue dei popoli europei, da svolgere soprattutto nei confronti della popolazione adulta la quale, uscita dai circuiti scolastici, ha meno opportunità di avvicinarsi a lingue diverse dalla propria lingua madre.

The aim of this project is to encourage European citizens, especially the adult population which has finished schooling, to learn one or more languages apart from their mother tongues. This idea has been welcomed not only by the national and EU authorities but also by the local authorities, who aim to put it as one of the policies on their agenda. The figure created by the project is that of the “Language Promoter”, whose task it is to take advantage of important moments of social activity to create awareness of the project, further its promotion and provide information about it. The project will be implemented by the partners from the towns of Arezzo, Gorzow and Vilnius.
