Il progetto parte dai risultati di una di ricerca sviluppata presso l’Università per Stranieri di Siena, dove si analizzano le caratteristiche delle fasi iniziali dell’apprendimento dell’italiano da parte di stranieri, insieme alla possibilità di certificare questi livelli di competenza in base ai parametri del Quadro Comune Europeo di Riferimento per le lingue del Consiglio d’Europa. Il Quadro Comune Europeo di Riferimento per le lingue propone un modello di definizione della competenza in L2 articolato su tre profili principali di apprendente: A (basico), B (indipendente), C (competente). Da questi tre profili base si snodano due livelli per profilo. I sei livelli, che si vengono così a creare, forniscono un sistema/schema di riferimento per definire obiettivi di formazione trasparenti, condivisibili e trasferibili. Il modello di riferimento scalare in sei livelli è ormai divenuto punto di riferimento internazionale anche nel settore della valutazione e certificazione delle competenze linguistico-comunicative. Ma al momento in cui si applica alla valutazione si evidenzia una contraddizione teorica, che rappresenta l’ipotesi centrale, il fulcro su cui poggia la ricerca elaborata dall’Università per Stranieri di Siena: se una certificazione “certifica”, appunto, una competenza linguisticocomunicativa autonoma, utilizzabile per vari motivi anche di studio e lavoro, come si può, e soprattutto, che cosa significa valutare la competenza di un apprendente ai primi stadi dell’apprendimento? Il progetto indaga e analizza il rapporto tra una competenza che non garantisce l’autonomia comunicativa e una competenza che la garantisce e propone risposte valide e concrete, con una attenta analisi scientifica e metodologica.

Research carried out at the University for foreigners in Siena, where the features of the initial stages in the learning process of Italian by foreigners together with the opportunity to certify the levels of competence according to the principles of the Common European Framework of Reference of the Council of Europe are analysed, is the main idea of this project. CILS (Certification of the Italian as a foreign language at the University for foreigners of Siena) is the starting point for the certification modules with reference not only to the linguistic competence in Italian as L2 but also to the processes of achievement, correction and assessment of tests.
