Il progetto riguarda la formazione linguistica di cittadini stranieri intenzionati a trasferirsi in Italia per motivi di lavoro. La Società Dante Alighieri è stata incaricata dal Ministero del Lavoro e delle Politiche Sociali di organizzare corsi di lingua italiana nei Paesi di origine dei lavoratori per dare loro i primi strumenti di comunicazione. Nell’ambito della «Programmazione transitoria dei flussi d’ingresso dei lavoratori extracomunitari nel territorio dello Stato» (legge italiana sull’immigrazione n.189/2002, o legge “Bossi-Fini”), ogni anno vengono determinate quote per i flussi di ingresso dei lavoratori stranieri in Italia, ripartite a seconda delle necessità nei diversi settori di impiego e per i diversi paesi di provenienza. La stessa legge attribuisce un diritto di preferenza, nella selezione dei candidati intenzionati a partire per l’Italia, agli stranieri che abbiano usufruito nel loro paese d’origine di attività di formazione linguistica e professionale. La formazione linguistica ha interessato la Tunisia, lo Sri Lanka, la Moldavia e, in convenzione separata con la Regione Lombardia, la Bulgaria. I destinatari dei corsi sono stati più di 500 cittadini stranieri, selezionati da agenzie del lavoro locali, o organismi internazionali come l’OIM (Organizzazione Internazionale per le Migrazioni), in base al possesso di requisiti principalmente di natura professionale. I settori lavorativi interessati sono stati quello edile, quello infermieristico e quello della cura e dell’assistenza alla persona.

The project deals with language courses addressed to non-EC citizens who wish to go to Italy for professional reasons. The Italian Ministry of Labour has committed to Società Dante Alighieri the organization of Italian language courses in the workers’ country of origin in order to provide them the first communication tools. In relation to the “temporary planning of non-EC immigrant workers admission to the Italian territory” (Italian law on immigration n.189/2002), every year the Government sets a maximum number of foreign workers admitted to enter Italy; the fixed amount is distributed among several professional sectors and geographical areas. The law foresees as well a preferential selection of candidates who have already received professional training and language courses in their country of origin. The Italian courses have been organized in Tunisia, Sri Lanka, Moldova and, on a separate convention with Regione Lombardia, in Bulgaria. More than 500 foreign workers have been selected by local job agencies or international organizations such as IOM (International Organization for Migrations) mainly on the basis of professional requisites. At the end of the courses, which lasted 80 to 150 hours, participants underwent PLIDA examinations to verify the achieved competence in Italian. The majority of students attained level A1 of the Common European Framework, (PLIDA A1). Some other students could reach A2 (PLIDA A2).
