La popolazione carceraria in Italia ha registrato negli ultimi anni un significativo incremento della presenza di immigrati e ha prodotto profonde modificazioni per la mescolanza e la forzata convivenza di abitudini e lingue diverse negli istituti. Secondo i dati diffusi dal D.A.P., nel giugno del 2003 la popolazione carceraria (case di reclusione, case circondariali e istituti per le misure di sicurezza) in Italia era pari a 56.403 persone e i detenuti stranieri ammontavano a 16.636 persone, ovvero circa il 29,5% del totale; nel dicembre 2005, in poco più di due anni, era di 59.523, di cui 19.836 stranieri (il 33,32% del totale). Per quanto riguarda i paesi di provenienza dei detenuti extracomunitari è interessante notare che essi coincidono, in linea di massima, con le aree di maggior flusso migratorio verso l’Italia; la Toscana è tra le cinque Regioni che contano il maggior numero di detenuti stranieri. L’Università per Stranieri di Siena, che ha come specifico ambito di intervento la lingua e cultura italiana in contatto con le altre lingue, offre vari percorsi formativi per la didattica dell’italiano a stranieri e la mediazione linguistica e culturale e si è già occupata, attraverso il responsabile di questa ricerca, della formazione degli insegnanti che operano nel carcere di Sollicciano e nell’Istituto Gozzini. Con questo progetto si propone di contribuire a sviluppare un dibattito ancora poco presente in Italia e di suggerire modelli di intervento per migliorare la comunicazione interpersonale tra detenuti stranieri e operatori penitenziari con particolare riguardo alla formazione del personale di polizia penitenziaria e delle altre figure professionali coinvolte in merito ad interventi di mediazione linguistico-culturale, per promuovere lo studio dell’italiano per il successo scolastico carcerario, per incrementare gli interventi di mediazione culturale all’interno del carcere, per la formazione degli insegnanti di italiano L2 (italiano lingua seconda) che operano all’interno del carcere stesso, per la produzione e sperimentazione di curricoli adeguati alla specifica realtà carceraria e di altri materiali didattici.

In recent years the jail population in Italy has shown a significant increase of immigrants. This has produced deep detention changes caused by the forced cohabitation of different customs and languages inside the Italian prison system. According to data diffused by D.A.P., in June, 2003, the jail population in Italy (including the so-called “imprisonment homes”, “district homes” and “security institutions”) reached 56.403 people and among them the foreign inmates were 16.636, about 29,5% of the total. In December, 2005, shortly after two years, the total population was 59.523 and among them there were 19.836 foreigners (33,32% of total). As far as the nationality of non-EU inmates, it is interesting to notice that they come from the nations of larger migratory flow towards Italy. Tuscany is one of the five Italian Regions with the highest number of foreign inmates. The University for Foreigners of Siena, having a specific intervention role concerning the contact of Italian language and culture with other languages, is able to offer a wide range of training and educational programs regarding the didactics of Italian as a second language and linguistic mediation. Our institution has already worked, through the project director of this research, in the vocational training of the teachers operating in the Prison of Sollicciano and in the Institute Gozzini. This project aims to give a contribute to the development of a debate still not very active in Italy and to suggest intervention models to improve inter-personal communication between foreign inmates and jail staff. Special attention will be given to vocational training of prison police personnel and other professional figures. The operational tasks of our project will promote the study of Italian language in order to achieve academic success during detention, to increase the number of cultural mediation actions inside jails, to train teachers of Italian L2 (Italian as a Second Language) operating within the prison, to produce and test adequate curricula for the specific jail context and other didactic material. Interested Subjects (Actors): Università per Stranieri di Siena and Casa Circondariale di Siena ‘Santo Spirito’. With the contribution of: Nuovo Carcere Penale di Sollicciano (FI), Casa di reclusione Ranza of San Gimignano (SI), Casa Circondariale of Massa Marittima (GR) and Casa Circondariale di Grosseto.
